It asks whether the breaker has been turned off and, for a burning smell, says to kill the circuit if they can do it safely. It gives no other electrical advice and diagnoses nothing.

Can it handle landlord and letting-agent calls?

Yes — it asks whether the property is domestic, commercial or a rental, and who is on site, because that decides access and who signs off the work.

Does it quote for a rewire?

No. Unless you have given it your pricing it says an electrician confirms on site, and it never quotes a job that needs to be seen.
